The Air Force Civilian Service (AFCS) is looking for a Full-Time Operations Research Analyst GS-1515-13 to work at the Air Force Operational Test and Evaluation Center (AFOTEC), Detachment 3 at Hill AFB in Ogden, UT.

AFOTEC is the United States Air Force's only operational test agency (OTA) for all ACAT I, II and DoD oversight acquisition program Operational Test and Evaluation (OT&E) activities. Salary Range $103,409 - $134,435 An Incentive may be offered to highly qualified candidates Full time telework is not available but some telework may be available at the discretion of the supervisorQualifications/Requirements: In this position you will serve as a key analyst and recognized expert performing professional and scientific work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques for operational test and evaluation while providing advice and assistance in the tasks of data collection, processing, analysis and management.

Ideal candidate will serve as lead analyst and recognize agency expert performing professional and scientific work requiring the design, development and adaption of mathematical, statistical, econometric and other scientific methods and techniques for operational test and evaluation of Intercontinental ballistic missile (ICBM) flight testing. Evaluate final test reports and comments on the validity of test results and conclusions associated with major development and/or modification of nuclear strategic deterrent systems. gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1500/operations-research-series-1515/o Basic requirements: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, engineering or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus Experience performing a broad range of operations research analyses assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and new technologies Experience performing studies of issues arising in varied subjects which are complex and very difficult to define, and require unconventional approaches or the application of sophisticated analytical techniques Experience evaluating final test reports and comments on the validity of test results and conclusion associate with major development and/or modification of agency systems-weapons systems is highly desired Experience formulating, testing, and evaluating new policies, theories, principles, concepts, and practices of Operational Test and Evaluation (OT&E) Experience with negotiating and/or defending findings and program support concepts Knowledge of a broad range of weapons systems operations research analysis techniques and possession of analytical abilities to design of Operational Test and Evaluation (OT&E) experiments, projects, or studies Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions Ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques Experience with statistical software packages (such as JMP, R, MATLAB, etc) are highly desired This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
